EICR codes explained: C1, C2, C3 and FI

What each classification code on an Electrical Installation Condition Report means, with real examples and what you need to do next.

When an inspector finds something that does not meet BS 7671, the Wiring Regulations, they record it as an observation and give it a code. The codes tell you how serious it is and decide whether the report is satisfactory.

C1 Danger present

There is an immediate risk of injury. Examples include exposed live conductors, a broken socket front with live parts accessible, or reversed polarity at a lampholder. The inspector should make the danger safe before leaving, usually by isolating the circuit or replacing the accessory, and will ask your permission first.

C2 Potentially dangerous

Not dangerous at this moment, but would become dangerous if a fault occurred. Common examples: no RCD protection for socket outlets that may supply equipment outdoors, missing main protective bonding to gas or water pipes, or a severely damaged cable sheath. Landlords must fix C2 items within 28 days or sooner if stated.

FI Further investigation required

The inspector found something that suggests a problem but could not confirm it during the visit. A typical example is a circuit with low insulation resistance where the cause could not be traced, or a circuit that could not be located. An FI makes the report unsatisfactory until the investigation is done.

C3 Improvement recommended

The installation does not meet the current edition of the regulations but is not unsafe. Examples include a missing circuit chart, no surge protection, or older cable colours. C3 items do not fail a report on their own.

What to do with an unsatisfactory report

  1. Get a written quote for every C1, C2 and FI item.
  2. Have the work completed within the deadline: 28 days for landlords unless the report says sooner.
  3. Keep the certificates for the work and give written confirmation to your tenant and, if requested, the council.
